The fate of Billy the elephant, who resides in the L.A. Zoo, will be decided today by the Los Angeles City Council. The council will decide whether to let the zoo complete the $42-million, six-acre Pachyderm Forest, which would allow Billy more roaming room, or halt construction permanently and take the zoo out of the elephant-keeping business.
